The Four Fasts: Halakha or Minhagh?
1. When don’t you fast? Rashi says when Jews are sovereign, Ramban says during Temple times. Are Jews sovereign today? 2. Ramban says a majority can decide not to fast. How do you apply this rule? The Rambam provides a simpler psak.
