Rav Kook explains that there are two distinct ways in which a Tora scholar can relate to Hagadic (non-Halakhic) material: a) to attempt to understand the precise but limited intention of the sage who expressed those thoughts, and b) to treat the original statement as raw material for developing one's own original Tora insights. Both approaches are valid.
Rav Kook states further that a similar reality exists in the Halakhic realm. Halakha can be studied and decided on the sole basis of textual analysis and precedent, a comparative study of details - Rav Kook refers to this as the way of the Shophet (Judge).
Halakha can also be understood and decided based on a principles-to-details approach, considering the underlying purpose and thrust of the Tora in relation to the objective realities of our national and individual existence - the way of the Kohen (priest).
